Viewing Brexit as a \u201cprocess\u201d of resetting relations, rather than a done deal, helps clarify the ongoing negotiations, with plenty of future opportunities for future disagreements \u201cfor years.\u201d<\/p>\n\n\n\n<p>Trade expert Peter Holmes of the UK Trade Policy Observatory also called Brexit a \u201cpermanent negotiation\u201d, agreeing with trade negotiator Shankur Sangam that the current Trade and Cooperation Agreement was \u201conly a beginning\u201d. The possibility \u2013 indeed, given the economic costs, the necessity \u2013 of future governments pursuing closer trade relations has been left open by the current agreement, an \u201cempty, shallow document\u201d. Renegotian is built in to agreement every five years and Opposition parties could see these as opportunities for different kinds of relationships with the EU.<\/p>\n\n\n\n<p>Jill Rutter from the Institute for Government spoke in a personal capacity of Brexit being determined by the desire of Boris Johnson\u2019s government to \u201creclaim regulatory autonomy\u201d, giving us a \u201cvery thin deal\u201d as a result. Taking back control, and the demand for sovereignty, has trumped other considerations in current negotiations \u2013 with government not wanting to countenance Freedom of Movement or even provide much agreement on mobility, for example, despite what Jill described as problems for those wanting to do business in the EU as a result.<\/p>\n\n\n\n<p>And Jonathan Portes picked up on the theme of Brexit\u2019s economic impacts, noting the difficulty of separating the effects of Brexit from the wider impact of coronavirus. Many countries have been hit by the same combination of labour market disruptions and energy price rises. Many of the UK\u2019s economic problems are of very longstanding \u2013 including regional inequality and low productivity \u2013 and predate Brexit, but are unlikely to be helped by Brexit. On migration, where Brexit changes the \u201cfeasible policy space quite radically\u201d, the changes have been clearer although he noted the \u201cpretty liberal\u201d post-Brexit labour market, but that reintegration into the Single Market would also require acceptance of Freedom of Movement \u2013 \u201cpolitically unrealistic\u201d as this currently seemed. &nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=qnAGY0RIx9E\">Link here.<\/a><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>PEF\u2019s webinar on 24 November \u201cBrexit: where are we now and where do we go from here?\u201d has been uploaded to YouTube, for those that missed an excellent, in-depth discussion, chaired by PEF Council member Johnna Montgomerie.
